3M™ Adhesion Promoter is a liquid primer used for most low surface energy plastics. This would include common low surface energy plastics used for automotive dash and interior trim applications (TPO, PPO, PP, PC, PC + ABS, etc.).  Each packet contains 2.5 cc promoter and a sponge applicator.  $2.65 each or $2.25 each for 2 or more.
